Official documents can establish rules and published fees. Supplier pages can establish advertised services and terms. Research conducted elsewhere can inform a question without settling it for Ottawa. Every report separates those sources from its own analysis and states the evidence still missing.
The method is stated on each study. The first report is a source-based evidence review with illustrative calculations; it does not claim new local fieldwork or access to private business results.
Why are limits shown beside each report?
A finding is useful only within the scope of its evidence. Sample, location, date, measurement and commercial-source limits help readers decide whether a result applies to their situation.
How are research dates maintained?
Each report displays its publication and substantive-update dates. Dates are changed after actual review or revision, not automatically when a page is opened.
